Which is entirely appropriate and a big part of the reason why we have 
out region's referee mailing list.

I agree with you that multiple procedural errors occurred.

As Peter said, from your description alone, we don't know the reason 
that the referee awarded an indirect free kick. I think you are implying 
that it was because the sweeper took the goal kick while the 
substitution was in progress - but do you know that  that was the reason 
for the IFK, or are you assuming so?

Whatever the reason for the IFK ... where should an IFK awarded to the 
attacking team, inside the defending team's goal area, be taken?
