If you truly want a soccer referee designed watch, see Casio's Soccer
Referee Timer:

It not only has count up and count down, but it even can have a "count intermediate" which works great for this "midway through the half" substitution breaks in AYSO. What really makes it a soccer referee watch though is the vibration alert so it does not beep. Just yesterday, some kids told me again they thought the game had ended because the referee's watch beeped.
But for all the "gadgetry" this watch has, I generally find a simple count up feature the best and most reliable. Easy to find on most watches. Does not beep. Easy to adjust for different length games (just adjust your mind). Easy to operate (hit once to start). You just need to learn how to account for stoppages accordingly and regularly check it for the mid-half point and end.
