[ayso45-refs] Restarts question

The kickoff was not executed correctly, therefore the ball not in play.  
The restart is still a kickoff i.e. take the kickoff over until they do 
it right.

Keep in mind where the ball is placed for taking a kickoff.  The ball 
/starts /on the field of play. If it the ball then leaves the field of 
play, over the goal line, not in the goal, and last touched by an 
attacker, then the restart is ...
