As a referee, I am going to protect the players on the
field of play, regardless of the age.  A highly
skilled player in a high level game can make a clean
slide tackle, but if he comes in and takes out the
player (even if he touches the ball) that can be a
cautionable offense (I've seen it go many ways in
professional soccer).  A very young player that
decides to perform a slide tackle and hurts another
player deserves (as a minimum) a very stern talking to
by the referee to help manage injuries on the field. 
I am far more concerned about a player taking another
out, than his right to slide tackle.
