If the ref considers it to be "dangerous play" (for the level being
played), it would come under the scope of Law 12:

    An indirect free kick is also awarded to the opposing team if a
    player, in the opinion of the referee ... plays in a dangerous
    manner

with the caveat that for U8 all free kicks are direct.

In U10 games, I warn the kids the first time it happens that "that's
considered dangerous at this level" and that I'll call it next time.
I've only actually called it a couple of times.
