Your understanding is correct.  From the USSF Advice to Referees (3.15):

        An exchange of a field player for the goalkeeper is not a 
substitution and is permitted at
        any stoppage.  The referee must be informed of the change.

The only *substitution* opportunities in AYSO youth soccer matches are 
for injury, at halftime, and
approximately halfway through the each half  (the "quarter sub break").
