[ayso45-refs] Changing goal keeper

A Goalkeeper may exchange with a field player at any stoppage of play 
provided the Referee is notified before the change.

Replacing the Keeper with a substitute (a team member not currently 
playing that period) may only happen at one of the four recognized (in 
AYSO) substitution situations:  mid way in the first half,  halftime, 
midway through the second half, and on injury (of the Goalkeeper).
