[ayso45-refs] Goalkeeper handling in penalty area

I asked that boundary condition in one the referee training classes, and the answer came back the the goalkeeper (nor any player for that matter) is not a teammate of him(her)self.
Has anyone seen a goalkeeper dribble the ball (with the feet) from outside the penalty area into the penalty area so they could pick it up with their hands? There is no foul as long as the ball was not originally "deliberately kicked" to the goalkeeper by a teammate before the goalkeeper dribbled the ball into the penalty area.

Here is an interesting situation that occurred at a U10B game last week where I was AR.
The attacking team kicked a long shot from outside the penalty area. The goalkeeper decided to kick the ball instead of picking it up but didn't make a clean kick and the ball remained in the penalty area. Then the goalkeeper ran up and picked up the ball before putting it back into play. The Ref called the foul for a teammate (goalkeeper) kicking the ball back to the goalkeeper and awarded an indirect kick to the opposing team. After the game, the ref team discussed and agreed with the call but thought we would share it for further discussion. There were no questions/challenges from the teams. The area that is confusing is that the goalkeeper's original kick was not intended to himself but resulted from poor execution of the kick. How would others interpret this?
