As Beau as stated on a number of times recently, it is NOT the
responsibility or the duty of the Referee to tell a Coach who to play or
where to play. If there is a situation where one team is dominating
the game, the Referee may (I repeat may) suggest to the Coach that he or
she may wish to take some action to keep the game "fun" for both
teams. Making that reminder is the only thing that a Referee should do.
If a team is not meeting the 3/4 playing time and certainly if they are
not playing a player at least 1/2 of the time the player is present at
the game, the Referee again may politely point that out to the Coach.
If the situation is not corrected, the Referee should record it in the
"comment" section when the game results are recorded on Web Youth Soccer.
A Referee SHOULD NEVER insist that a player be moved or taken out of a
game for any reason other than the SAFETY of that player or the other
players. Certainly it should not be done because of unbalanced playing
skill.
