The keeper is entitled to use his hands anywhere in the penalty area.
There are three limitations on that keeper priviledge, which are
enumerated in the "Indirect Free Kick" section of Law 12.
The purpose of the goal area is to define the region of the field
where this clause of Law 13 applies:
* an indirect free kick awarded to the attacking team inside
the goal area is taken from that part of the goal area line
which runs parallel to the goal line, at the point nearest
to where the infringement occurred
as well as the "Special Circumstances" section of Law 8.
