[ayso45-refs] Question On AYSO's Policy on Rain

Hello All,
I missed the meeting last night; I was in Seattle on Business (that working thing!) 
So If you went over this last night please forgive me.
I cannot recall our policy with regard to rain and field use for both practice and games. I assume the coach makes the call for practice and the game is done by--- whom?

What is the criteria we should use? 

I know the cities do not like their fields damaged and our goal is to keep the fields in excellent condition.

Please advise.
