The procedure for the throw-in says:

  At the moment of delivering the ball, the thrower:
  • faces the field of play
  • has part of each foot either on the touch line or on the ground
    outside the touch line
  • uses both hands
  • delivers the ball from behind and over his head

It is hard to imagine how the ball was delivered "from behind and over her
head" if it went straight up.  In which case we would have a foul
throw-in, and the restart is a throw-in by the opponents.

However, assuming that the throw-in was proper, the next question is
whether the ball ever entered the field of play.  All that is needed is
for the leading edge of the ball to touch the vertical plane of the
outside edge of the touch line.  Since the thrower was standing on the
line when she caught the ball that had been thrown straight up, it sure
sounds like the ball had indeed entered the field of play.  If so, then we
have a simultaneous second touch infraction and deliberate handling foul,
and the restart is a direct free kick for the deliberate handling, which
is the more serious offense.

However, assuming that the throw-in was proper and that the ball never
entered the field of play, then play never resumed and the proper restart
is to re-take the throw-in by the same team.  If this happens multiple
times in succession, the referee could consider cautioning the player for
delaying the restart.
