[ayso45-refs] Enforcing fare playing time by referees?

AYSO national regulation requires that all players must play at least 
1/2 of the time they are present at the field.   National, and Region 
45, has a recommendation that no player should play all of the match 
before all players have played 3/4.  

It is not the job of the Referee crew, Referee or Assistants, to enforce 
this rule.  They are to report it on the game card which is entered into 
WebYouthSoccer.  The Division Coordinators monitor the playing time and 
if a pattern of abuse is observed, the Regional Board will take action.

This is one of the reasons, that entry of the game record into 
WebYouthSoccer is critical.
