[ayso45-refs] Enforcing fare playing time by referees?

I beleive there is a AYSO rule that says no player should sit out 2 quarters unless everyone else sits out at least 1.
   
  I am wondering if the refs should enforce this rule? As a linesman who keeps track of the team card and knows who is in and who is out every quarter, should we remind the coaches and what we should do if a coach does not take action?
